Tulle is a very stiff fabric, and will puff up another skirt, but should not be worn by itself because it is very see-through unless that's the look you're going for.





Three or four layers are good, but if you've never tried to make one before, find a pattern you like and stick to it. Patterns will tell you how much fabric you need.
a tulle skirt or underskirt is made with one to five layers. If it is tiered it sticks out more. And if it is starched it sticks out more. That's the way they were made in the 1950s when net formals were popular. I love those old styles. They were very glamorous. There are some pics on Google. ';net petticoat';
