Tulle is a very stiff fabric, and will puff up another skirt, but should not be worn by itself because it is very see-through unless that's the look you're going for.





Three or four layers are good, but if you've never tried to make one before, find a pattern you like and stick to it. Patterns will tell you how much fabric you need.
a tulle skirt or underskirt is made with one to five layers. If it is tiered it sticks out more. And if it is starched it sticks out more.
