How do you layer pictures on photoshop?

i want to know how to put one picture ontop on the back ground picture

i know i have to make a new layer and i know how to do that but i don't know how to paste the picture in that layerHow do you layer pictures on photoshop?
with the original photo already opened, go to file/open and open the second picture. make sure the second picture is active and hit ctrl-A which selects everything in that picture then change to the ';move'; tool and just drag it onto the first photo. It will automatically create a second layer. You will probably have to adjust which layer goes on top.

Also, make sure that both photos are RGB and not index color (image/mode) and that they are not background layers. (rename them if need be)How do you layer pictures on photoshop?
well

take the background picture, open it in photoshop then

copy and paste it to the layer in which you want the background picture.

then you must move the background to become the bottom most layer.

of course if the foreground layer does not have anything that is transparent, then the background will not show.
